You still get points for... well looks like Asandir already answered the question. :P I'm still hoping the whistle system gets re-implemented in the main parts of the site: the portals! I've been on silver for years now...
I'd like to see the asshole who decides to develop a bunch of alts and use proxy servers to write shitty reviews only to flag them with his main account just to grind far enough to make it from the default tier to Deity Whistle. That'd be great.
Hmm, that's actually a good idea. :/ I'd like to see anyone write shitty reviews though, so I can get more than the one occasional flag points! Seems most people post useless but still not really abusive.

Well, you can still gain whistle points for flagging abusive reviews correctly. There are no plans to remove the whistle system and the ability to blow your whistle on flashes might get re-implented in the future.
